STRENGTHENING TRANSPORTATION FUNDING –
WITHOUT RAISING TAXES
Measure U will provide the dedicated funding needed to continue repairing Napa County’s rural roads and city streets while providing a new source of funding to reduce traffic congestion on Highway 29 – without raising taxes.
Measure U, the “Napa Valley Transportation Improvement Act,” continues the legacy of voter-approved Measure T, which has provided hundreds of millions of dollars throughout the county to improve pavement conditions in each Napa County municipality, as well as the rural, unincorporated communities outside Napa County’s five cities. Measure U improves upon the current Measure T sales tax and if approved by voters, continues this legacy of road repairs and improvements – while setting aside millions to advance planning and grant funding opportunities to break the last remaining traffic bottlenecks on Highway 29.
Voter passage of Measure U this year secures the funding needed to improve our transportation infrastructure in the years ahead and for our next generation.
MEASURE U: OVERSIGHT AND ASK OF VOTERS
Measure U includes detailed plans that show exactly how program funding can be spent. An independent citizen’s oversight committee will ensure all Measure U tax dollars collected are spent as promised. There are additional provisions in place to ensure funds cannot be taken or reallocated by cities, the county or state for other programs.
Voters in Napa County will be asked whether or not to approve Measure U on the November ballot by asking voters the following question:

Without raising taxes, shall the Napa Valley Transportation Authority implement an updated Transportation Expenditure Plan to repair roads and improve highways, fix potholes; reduce traffic congestion; improve evacuation routes; make transit more affordable for veterans, seniors, students and people with disabilities; and make biking and walking safer; by continuing its ½ cent transportation sales tax with no increase, providing $25,000,000 annually for 30 years, with citizen oversight, and all funds dedicated to serving transportation needs in Napa County?
Measure U is the only transportation measure on the November ballot in the nine-county San Francisco Bay Area.

DETAILS OF MEASURE
If passed by at least of 2/3 of Napa County voters in the November 2024 election, Measure U will replace the existing Measure T transportation sales tax (known as the Napa Countywide Road Maintenance Act), and continue the existing ½ cent sales tax for 30 years effective July 1, 2025.
Measure U dedicates funding to the following categories:
• Road repair and improvement projects
• Traffic relief on Highway 29
• Evacuation route planning/improvements
• Transit discounts for veterans, seniors, students, and people with disabilities
Measure U would also create a new opportunity not currently allowed as part of Measure T: the option to issue bonds to finance transportation improvement projects to fund and build costlier road repair projects faster.
